Washington D.C has done away with criminal penalties for minor possessions of marijuana.  As of July 17th, 2014, possession of up to one ounce of marijuana is not a criminal violation.  Anything less than one ounce is punishable up to a $25 fine.  Possessing paraphernalia is also decriminalized as well as not for profit transfers of small amounts of marijuana.

This decriminalization is significant for D.C.  Prior law made the possession of marijuana was considered a criminal misdemeanor, punishable by arrest, up $1,000 or six months in jail and a criminal record.  Arrests of that nature happened regularly in the district.  

The "$25.00 fine" approach used in existing ‘decriminalization’ laws in California, Connecticut, Maine, Massachusetts, Nebraska, New York, Oregon, Rhode Island, and Vermont.  In those states, private, non-medical possession of marijuana is treated as a civil offense, NOT criminal.
